Chaos Space Marines are quite good in this new codex. You won't find anything that's absurdly powerful like in some other dex's, but it's a lot of fun to play with the new Chaos Boon table.
Also, your Lords can be buffed through the stratosphere in no time. I built a 190 point Tzeentch lord that was cable of taking on Commander Dante and The Sanguinor and killing them both.
In one turn of combat.

Its all a matter of perspective and what you like, armies are chosen by people for what they like, so its all about what you like.

From what I've been reading on other forums (I don't have the codex) there are some things which are pretty good. Nurgle bikers with a nurgle lord seem to be very effective. Toughness 6 is no joke and you can kit the lord out to be quite a beast in combat, add in two special weapons and you have a fast/tough/killy unit. If you already have DV miniatures maybe converting the RW bikers could be an option here.
Autocannon havocs also seem to be in many peoples favour since they pump out a decent ammount of shots for such few points. Converting them might be a bit harder but I'm sure you can find stuff inyour bits box.
Cultists seem to be pretty good as a cheap troop choice and I see many people using them as meatshields to get a combat lord to where he wants to be. Typhus makes many appearances also since he gives cultists FNP and makes them zombies (i think they wound on a 4+ regardless??)
Chaos spawn seem to also be in peoples good books since they are fast, cheap, tough and have a decent ammount of attacks. They would also be a good retinue to a plague lord on a bike.
If I were to run a chaos army it would probably plague themed. Lord on a bike + Sorceror on a bike 3x Plague marine squads 2xHavoc squads Bike squad and maybe some raptors.
Hope it helps, oh and by the way, there are way more in depth analysis on the net if you search a little.

I like them on a fluff scale, one of the most fun armies with coming up with a color scheme and who they are, you can just go wild with it. however, they are still space marines, and I've never really been into the space marine armies, which is nice because It help me narrow it down
